A "D"shouldn't be a passing grade when it comes to the nation's highways, railroadsand other infrastructure -- but that's exactly the mark we get from the AmericanSociety of Civil Engineers (ASCE).  ASCE's 2009 Report Card onAmerica's Infrastructure is asobering reminder of the importance of properly funding and maintaining thenation's backbone. If the country is going to meet future demands, Congressneeds to take this report more seriously than it did four years ago -- when wepreviously received a cumulative D for ourefforts.
