House Democrats are about to launch an ambitious effort to move a $450 billion highway bill to President Obama’s desk by the end of September. The drive to complete work on the highway bill, a magnet in the past for charges of wasteful spending, comes just months after Congress’s approval of a $787 billion stimulus package that included billions in transportation projects.
