Illinois is paving a road to economic recovery, one pothole, street and bridge at a time. Democratic Gov. Pat Quinn last week approved a plan to spend almost $7 billion in federal stimulus dollars and $3 billion in state money on roads, bridges and mass transit across Illinois. The “mini” capital spending plan — Illinois’ first in nearly 10 years — is the first step in a $26 billion infrastructure spending plan the new governor hopes to see through the state legislature by the end of its session next month.
