From Patriot-News:
Pennsylvania Department of Transportation Secretary Allen Biehler told the governor's federal stimulus oversight commission today that construction services for the 77 highway and bridge projects put out to bid thus far are coming cheap. "We're seeing very good bids. Bids coming in at 10 percent to 20 percent under our estimates, which is great," Biehler said, noting that through May 6 projects with a cumulative estimated cost of $185 million had drawn low bids totalling $162 million.
